James Donnelly served with the United States Postal Inspection Service (USPIS) for more than 22 years. Serving both as a team member and as a team leader (supervisor) in the New Jersey/ Caribbean Division, Newark, NJ. He has directed and been a part of a wide variety of criminal investigations. These have included robberies, burglaries, mail-theft (Identity Theft), money laundering, drug and gun interdictions, and “White” Collar Fraud investigations. He assisted on the Unabomber task force. He was also in charge of a Special Response Team (SRT) which coordinated entries to execute search and arrest
warrants for the USPIS in Newark, NJ. Mr. Donnelly was the task force leader for the USPIS on
the Anthrax investigation in Trenton, N.J. This case required the coordination of several state, federal and county agencies to insure the security and safety of the U.S. mails and its customers. Mr. Donnelly was later promoted to the position of as the Assistant Inspector in Charge (AIC) of
the Philadelphia Division for the USPIS. He oversaw the development of the National Identity Crimes Law Enforcement Network (NICLE) formerly known as the Regional Identity Theft Network (RITNET); which is serving as a model for law enforcement communities in the Philadelphia area. In addition, Mr. Donnelly was employed as an Investigator with the State of New Jersey, Office of the State Comptroller’s Office (OSC), handling a variety of compliance type investigations.

Thomas Modafferi served with the US Postal Service, Office of the Inspector General (OIG) and the US Postal Inspection Service (USPIS) for 25 years. Mr. Modafferi served as the Assistant Inspector in Charge (AIC) in New York Division, where he was responsible for over 600 employees, which included over 200 Postal Inspectors, 350 Postal Police Officers and all the Admin personnel within the New York Division. He was part of two NYPD 9/11 task forces within at the highest level with the NYPD. He was responsible to inform the NYPD task force daily of the US Postal Inspection Service contributions to the overall 9/11 operational plan and also the daily operations of the US Post Office facilities and personnel. He was also a Team Leader for many different teams who were responsible for the day-to-day operations of squads investigating robberies, mail theft/identity theft, credit card fraud, workplace violence and workers compensation investigations. Mr. Modafferi developed, led and trained a Special Response Team (SRT) of 15 agents who were responsible for executing all search and arrest warrants in the Newark Division. While with the OIG, Mr. Modafferi served in the capacity as the Assistant Special Agent in Charge, in the New York Division. He managed investigating teams for both criminal and administrative investigations against postal employees, airline employees and various other courier services. Mr. Modafferi was responsible for leading a Hurricane Katerina response team ensuring that all postal facilities and all the employees in the State of Mississippi were secure. Mr. Modafferi participated in the “Unabomber” Task Force investigation for three years and received an Appreciation Award for his work and participation.
